Terraform state is a JSON file, typically named terraform.tfstate, that serves as the authoritative record of all infrastructure resources managed by Terraform. It maps the resources defined in your configuration files to the real-world resources that exist in your cloud provider. Understanding state is fundamental to working effectively with Terraform.

The state file contains several critical pieces of information. For each resource, it stores the resource type, the provider-assigned unique identifier such as an AWS instance ID or Azure resource ID, all attributes and properties of the resource, and the dependencies between resources. It also tracks metadata like the Terraform version used and the serial number for concurrency control.

State is important for several reasons. First, it enables Terraform to determine what changes are needed. When you run terraform plan, Terraform compares your configuration against the state file to identify differences. Without state, Terraform would not know which resources it previously created and would attempt to create duplicates.

Second, state provides performance optimization. Rather than querying every cloud provider API to discover the current state of all resources, Terraform reads the local state file. For large infrastructures with hundreds or thousands of resources, this avoids making potentially thousands of API calls during every plan operation.

Third, state enables resource tracking and dependency management. Terraform uses the state to understand the order in which resources must be created, updated, or destroyed. For example, it knows that a subnet must exist before an EC2 instance can be launched in it.

The risks of losing or corrupting the state file are significant. If the state file is lost entirely, Terraform loses track of all managed resources.
