If the power demand exceeds the available capacity, new equipment cannot be deployed, or worse, existing circuits can be overloaded, causing outages.

Cooling capacity is the facility's ability to remove the heat generated by IT equipment. Every watt of power consumed by a server is eventually converted to heat that must be removed by the cooling system. If the cooling infrastructure cannot keep up with the heat load, temperatures rise, equipment throttles its performance, and in extreme cases, hardware fails.

Physical space includes rack positions, floor space, and the supporting infrastructure like cable pathways and network port availability. A data center may have plenty of power and cooling capacity but no available rack positions, or vice versa.

Compute resources encompass the CPU cycles, memory, storage capacity, and network bandwidth available to run workloads. In virtualized environments, compute capacity planning involves tracking how many virtual machines the existing hosts can support and when new hosts need to be added.

The reason these four domains must be planned together rather than in isolation is that they are interdependent. Adding more servers consumes power, generates heat that demands more cooling, occupies rack space, and consumes compute resources. A plan that focuses only on rack space might identify 20 empty rack positions but fail to recognize that the power circuits feeding those racks are already at 85 percent capacity and cannot support additional high-density equipment. Similarly, a plan that focuses only on compute resources might identify the need for 10 new servers but not account for the fact that the cooling system in the target zone is already at its limit.

This holistic approach prevents a situation called stranded capacity, where one resource is available but cannot be used because another resource is exhausted. Stranded capacity is a common and costly problem. For example, a facility might have ample cooling capacity but insufficient power in certain zones, or plenty of power but no available network ports in the target racks. Effective capacity planning identifies these imbalances early and either reallocates resources or plans infrastructure upgrades to address the constraints before they block deployments.
