Infrastructure as a Service, or IaaS, provides virtualized computing resources over the internet. The cloud provider manages the physical hardware, networking, and virtualization layer, while the customer manages everything above that: the operating system, middleware, runtime, applications, and data. Examples include Azure Virtual Machines, AWS EC2, and Google Compute Engine. IaaS is the closest model to traditional on-premises infrastructure and gives the most control. It is appropriate when you need to run custom applications that require specific operating system configurations, when you are migrating existing on-premises servers to the cloud with minimal changes, often called lift-and-shift, or when you need full control over the environment for compliance reasons. PaaS is ideal for development teams that want to focus on writing code without worrying about the underlying infrastructure. PaaS significantly reduces operational overhead, but it comes with less flexibility because the customer cannot control the underlying OS or install custom software that requires low-level access.

Software as a Service, or SaaS, is the most abstracted model, where the cloud provider manages everything, including the application itself. The customer simply uses the software through a browser or client application. Examples include Microsoft 365, Salesforce, Google Workspace, ServiceNow, and Slack. SaaS is appropriate for standard business applications that do not require customization beyond what the platform offers. Email, collaboration, CRM, HR management, and IT service management are all commonly delivered as SaaS. The trade-off is that you have the least control over the environment, and you depend entirely on the provider for availability, security, and feature development.

In a typical enterprise, all three models coexist. SaaS covers productivity and collaboration tools like Microsoft 365 and Teams. PaaS runs custom web applications and databases that the development team builds and maintains. IaaS hosts legacy applications that cannot easily be refactored for PaaS, domain controllers for hybrid identity, and workloads with specific OS-level requirements. The trend over the past several years has been to move up the stack whenever possible, from IaaS to PaaS to SaaS, because each step reduces operational burden and lets the team focus on higher-value work.
