The three-tier model consists of access, distribution, and core layers. The access layer connects end devices such as workstations, IP phones, wireless access points, and printers. Access switches provide port density, PoE for powered devices, and enforce port-level security including 802.1X and VLAN assignment. The distribution layer aggregates traffic from multiple access switches and provides policy enforcement, inter-VLAN routing, QoS marking, and summarization of routing information. Distribution switches typically operate in pairs with redundant uplinks to provide high availability. The core layer provides high-speed transport between distribution blocks, connecting multiple buildings or campus areas. Core switches are optimized for fast forwarding with minimal latency and do not perform complex policy processing.

The three-tier model excels in large campus environments with multiple buildings or floors. Its clear layer separation allows each layer to be designed, scaled, and troubleshot independently. When you need to add a new building, you add access and distribution switches and connect them to the existing core without modifying the rest of the network. The core provides the scalability hub that allows the campus to grow by adding distribution blocks. However, the three-tier model adds cost and complexity with the separate core layer, and for smaller campuses, the core may be unnecessary overhead.

The two-tier or collapsed-core model combines the core and distribution functions into a single layer. Distribution switches connect directly to each other and perform both aggregation and inter-block transport. This eliminates the need for dedicated core switches, reducing equipment costs and simplifying the topology. The two-tier model works well for single-building or small campus deployments where the number of access switches can be served by a single pair of distribution switches without exceeding their port density or forwarding capacity.

The decision between models is driven by several factors. Campus size is the primary consideration: sites with fewer than a few hundred access ports typically fit the two-tier model, while larger sites benefit from three-tier. The number of distribution blocks determines whether a core is needed to interconnect them. If you have more than two or three distribution pairs, a dedicated core provides cleaner interconnection than meshing distribution switches together. Future growth expectations matter: if the campus will expand significantly, starting with a three-tier design avoids a disruptive migration later. Link distance is also a factor, as connections between buildings may require fiber runs that are better aggregated through a central core location.

Modern campus designs increasingly incorporate SD-Access or similar fabric architectures that overlay virtualized network segments on the physical topology. These fabric designs still use the hierarchical model for physical connectivity but add a control plane that simplifies policy enforcement and mobility. The physical topology remains either two-tier or three-tier, but the logical architecture gains flexibility through automation and virtualization.
