The running configuration, or running-config, is the active configuration currently loaded in the device's RAM. This is the configuration the device is using right now to make forwarding decisions, apply access lists, and run routing protocols. Any changes you make through the CLI take effect immediately in the running-config. However, because it resides in volatile RAM, this configuration is lost if the device reboots or loses power.

The startup configuration, or startup-config, is stored in non-volatile storage called NVRAM. This is the configuration the device loads when it boots up. The startup-config persists through reboots and power cycles, making it the device's permanent configuration.

When you make a configuration change, it only modifies the running-config. The startup-config remains unchanged until you explicitly save. The command to save on Cisco IOS is copy running-config startup-config or the shortcut write memory. If you change the running-config but do not save, and the device reboots, all changes since the last save are lost. The device boots with the old startup-config as if your changes never happened.

This behavior is actually a safety feature for NOC operations.
