RICE is a prioritization framework developed at Intercom that scores features or initiatives on four dimensions to create a comparable, data-informed ranking. It stands for Reach, Impact, Confidence, and Effort, and it helps PMs move beyond gut-feeling prioritization toward a more structured approach.

Reach measures how many users or customers will be affected by the feature within a given time period. For example, "this feature will be used by approximately 5,000 users per month." Using actual numbers rather than vague terms like "many users" forces specificity and makes comparisons possible.

Impact estimates the effect on each individual user. RICE uses a scale: 3 for massive impact, 2 for high impact, 1 for medium, 0.5 for low, and 0.25 for minimal. For example, a feature that fundamentally changes how users accomplish a key task would score 3, while a minor convenience improvement might score 0.5.

Confidence reflects how certain you are about your Reach and Impact estimates. If you have data to support your estimates, confidence is high, perhaps 100 percent. If you are making educated guesses, it might be 80 percent. If the estimates are speculative, 50 percent. This factor explicitly accounts for uncertainty and penalizes features where the expected benefit is unproven.

Effort estimates the total amount of work required, measured in person-months or story points. This is the denominator in the RICE equation, so higher-effort items score lower, reflecting the reality of limited resources.

The RICE score is calculated as: Reach times Impact times Confidence, divided by Effort. This produces a single number that represents the expected return on investment for each item. You then rank all candidates by their RICE score to see which initiatives offer the most value per unit of effort.

RICE is most useful when you have a large set of potential initiatives and need to narrow them down objectively. It is particularly helpful for reducing the influence of the "loudest voice in the room" by providing a structured basis for comparison.

However, RICE has limitations. The Impact score is subjective, Reach can be hard to estimate for new markets, and the framework does not account for strategic importance or dependencies. Use RICE as an input to the prioritization discussion, not as the final answer. The highest-scoring item is not always the right choice if it does not align with the product strategy.
