I would use agreed criteria such as business value, user impact, risk reduction, compliance need, implementation effort, and dependency impact. I would separate must-have requirements from nice-to-have items and explain the tradeoffs clearly. The goal is not to remove valuable ideas, but to choose the most important scope for the next release or milestone.
